Hughes
bundle straps: an alternative
The CEPU has received a number of complaints from delivery
members across the state following the recent implementation of
the Hughes bundle straps as an
alternative
to using elastic bands for bundling mail for delivery.
Members are advised that the straps are an
alternative
to using the elastic bands and they are not obligated to use
them if not comfortable with them.
The Collins Essential English Dictionary 2006 defines the word
alternative as a noun as:
1.
a possibility of choice between two or more things
2.
either or any of such choices
Should any delivery members be threatened or hindered in their
employment for continuing to use elastic bands as an
alternative
to the new Hughes bundle straps, they should contact the CEPU on
(02) 9893 7822.
Please find below minutes from a November 2008 meeting of the
NSW State OH&S Committee and the recommendation endorsing the
alternative
use of the straps.
Background:
Originally reviewed as part of the Manual Handling Project 2005
/ 2006 in which it was determined that the method used for
bundling mail was an area for possible improvement.
A Risk Assessment was therefore conducted in August 2006 on the
handling of bundles of mail, recommending further investigation
into alternatives to rubber bands to bundle mail with potential
for both OH&S and environmental benefits.
Alternatives were sourced,
and a trial of the Hughes bundle strap was implemented in March
2007 across a nuber of different facilities in Metro Delivery,
with assistance and involvement from PDOs and the local HSRs.
The trial covered all 4 modes of delivery (Bicycle, Backpack,
Motorcycle and buggy), and regular focus groups and feedback
forms were utilized to further improve usability.
A further Risk Assessment was conducted on both the indoor and
outdoor components of delivery, using ergonomic evaluations to
assess posture and force. No significant OH&S issues were
identified.
Present Position:
The Hook and Loop bundle strap (Hughes) has now been approved
and is being implemented across Metro Delivery.
Recommendation:
1. That the NSW State H&S Committee (sic) note the alternative
method for bundling mail and endorse it's introduction.
